Agreement between Finland and Estonia on population register documents in English

Under an agreement between Finland and Estonia, certain population register documents issued in Estonia in the English language no longer need to be legalised for Finnish authorities, nor do equivalent documents issued in Finland need to be legalised for Estonian authorities. This means that an Apostille is no longer required for example to register family relations in the Population Information System.

If a Finnish authority has reason to doubt the authenticity of a non-legalised document issued in Estonia, it can request the Estonian Ministry of the Interior to verify the validity of the document. Contact information and instructions for sending a request for verification can be obtained from local register offices and the Population Register Centre.

Correspondingly, an Estonian authority can send a request for verification of a document issued in Finland to the Population Register Centre.
