Identification services

The Population Register Centre provides high-quality identification solutions required in electronic communications for the various needs of the society. The Population Register Centre’s certificate system is based on the Public Key Infrastructure (PKI). Certificate services ensure electronic identity data security in electronic administration and other services. The Population Register Centre provides certificate-based identification devices for electronic identification of a person: a certificate authenticates the identity of its holder as well as the accuracy, integrity and authenticity of the information included in the certificate.
 
The certificates provided by the Population Register Centre consist of, among other certificates, a citizen certificate for an ID card, an organisation certificate for an organisation card, a temporary certificate for a replacement card, a healthcare professionals’ qualified certificate for an ID card for a regulated healthcare professional, a service providers’ non-clinical healthcare sector staff certificate for an ID card for non-clinical healthcare sector staff and a non-regulated healthcare worker certificate for an ID card for a non-regulated healthcare worker.
 
The abovementioned certificates provided by the Population Register Centre consist of a pair of certificates with two different usages: an authentication and encryption certificate and a signature certificate. The authentication and encryption certificate is a strong electronic identification device complying with the Act on Strong Electronic Identification and Electronic Signatures, while the signature certificate is a qualified certificate complying with the Act. A temporary certificate provided for purposes other than for healthcare includes, however, only an authentication and encryption certificate, not a signature certificate.
 
The Population Register Centre offers its certificate services for use in service provision by the public sector as well as by private and non-profit sectors. Electronic identification of a person provides citizens with the opportunity for secure, flexible electronic communications regardless of time or place. The system enables the realisation of privacy protection and information security, which is a basic right of citizens and an absolute requirement for online service providers.
